This verse is part of the second census of Israel taken near the end of their 40 years in the wilderness, just before entering the Promised Land. Zebulun was one of the twelve tribes of Israel, descended from Jacob's tenth son. The census was conducted to determine military strength and to prepare for the division of the land among the tribes.
