This verse comes from the prophet Balaam's second blessing of Israel, spoken to King Balak of Moab who had hired Balaam to curse the Israelites. Despite Balak's repeated attempts to get Balaam to curse Israel, God kept putting words of blessing in Balaam's mouth instead. Balaam is explaining to Balak that God's nature makes it impossible for Him to go back on His covenant promises to Israel.
