This verse comes after the Israelites' rejection of God's promise to give them the Promised Land, based on the fearful report of 10 out of 12 spies. As punishment, God declared that the entire generation of adults would die in the wilderness over 40 years. Only Joshua and Caleb, who had encouraged the people to trust God and enter the land, were spared from this judgment.
