This is part of God's command to Moses to take a census of all Israelite men twenty years and older who could serve in the army. Each of the twelve tribes needed a leader to help with this important counting, and Shelumiel was chosen to represent Simeon, one of Jacob's sons whose descendants became one of the twelve tribes of Israel.
