This verse is part of the second census taken by Moses near the end of Israel's 40-year wilderness journey, just before entering the Promised Land. The tribe of Asher was one of the twelve tribes of Israel, descended from Jacob's son Asher, whose mother was Zilpah (Leah's servant). This census was necessary to determine how the Promised Land would be divided among the tribes and to organize the military forces.
