This is part of Balaam's first prophecy about Israel, spoken from a mountaintop overlooking the Israelite camp in the wilderness. Balak, king of Moab, had hired the prophet Balaam to curse Israel, but God forced Balaam to bless them instead. The Israelites were camped near Moab's border as they prepared to enter the Promised Land after 40 years in the wilderness.
