This occurs near the end of Israel's 40-year wilderness journey, when Aaron is about to die on Mount Hor. Earlier at Meribah, Moses and Aaron had disobeyed God's specific instructions about how to provide water for the complaining Israelites - Moses struck the rock in anger instead of speaking to it as God commanded. As a consequence, both leaders were told they would not enter the Promised Land.
