This instruction was given to the Levites, who were the priestly tribe responsible for serving in the tabernacle and later the temple. Since they didn't inherit land like the other tribes, they lived off the tithes (ten percent offerings) that the other Israelites gave from their harvests and livestock. Even though the Levites received these tithes as their provision, they were still required to give back to God.
