This occurs immediately after Korah's rebellion against Moses and Aaron's leadership, where God had opened the earth to swallow the rebels. When the Israelites complained that Moses and Aaron had killed God's people, God sent a plague among them. Moses quickly instructed Aaron to take his censer with incense and run among the people to make atonement and stop the plague.
