This verse concludes the account of a man who was caught gathering sticks on the Sabbath day while the Israelites were in the wilderness. Since this was the first recorded case of Sabbath-breaking, Moses had to ask God directly what the punishment should be. God commanded that the man be stoned to death as an example to the entire community about the seriousness of violating His laws.
