This verse is part of God's instructions to Moses for conducting the first census of Israel's fighting men in the wilderness around 1440 BC. Each of the twelve tribes needed a designated leader to help count their men aged 20 and older who were able to serve in the army. Naphtali was one of the northern tribes, descended from Jacob's son Naphtali, who was born to Jacob's servant Bilhah.
