This verse is part of God's instructions to Moses for conducting the first census of Israel in the wilderness, about a year after leaving Egypt. Each tribe needed to appoint a leader to help count all the men twenty years old and above who were able to serve in the military. Asher was one of the twelve tribes of Israel, descended from Jacob's son Asher.
