In the book of Nehemiah, the Jewish people had returned from exile in Babylon and were in the process of rebuilding their community and the walls of Jerusalem. During a solemn assembly of confession and prayer, they recounted God's faithfulness and their own failures, leading to a renewed commitment to His laws. As a result, they formalized this pledge by writing it down and having their leaders, including princes, Levites, and priests, seal it to make it binding.
