Nehemiah had returned to the Persian king after serving as governor of Jerusalem for 12 years, but when he came back to Jerusalem, he found serious problems. Eliashib the high priest had given Tobiah the Ammonite (who had opposed rebuilding Jerusalem's walls) a storage room in the temple courts, which violated God's law about keeping the temple holy and pure.
