The prophet Nahum wrote this around 663-612 BC, during a time when the Assyrian Empire was terrorizing nations, including Israel and Judah. While much of Nahum's prophecy concerns God's judgment on Nineveh (Assyria's capital), this verse offers comfort to God's people who were suffering under Assyrian oppression. It reminded them that despite the surrounding chaos and violence, God remained their reliable refuge.
