In the Gospel of Matthew, this verse occurs right after the resurrection of Jesus, when the guards at his tomb reported the empty tomb to the chief priests. The chief priests and elders, who were part of the Jewish religious leadership opposed to Jesus, feared that news of the resurrection would spread and undermine their authority. They gathered to plot a cover-up by bribing the soldiers to lie about what happened.
