This verse occurs during the civil war between the tribe of Benjamin and the other eleven tribes of Israel. The conflict arose after a horrific crime was committed in Gibeah (a Benjamite city) - the gang rape and murder of a Levite's concubine. When Benjamin refused to hand over the perpetrators, the other tribes united to take military action against them.
