This occurs during the chaotic period of the Judges when Israel had no king and tribes often acted independently. The Danites were seeking new territory because they had been unable to fully conquer their original inheritance. They had consulted this priest (who was actually serving illegally outside the proper worship system) to get divine approval for their scouting mission to find new land in the north.
