This verse concludes the distribution of cities to the Levites (priests and temple workers) who had no tribal inheritance of land like the other tribes of Israel. Heshbon and Jazer were cities east of the Jordan River that had been conquered from the Amorites and given to the tribe of Gad, who then provided these cities for the Levites to live in while serving God.
