And they spake unto them at Shiloh in the land of Canaan, saying, The LORD commanded by the hand of Moses to give us cities to dwell in, with the suburbs thereof for our cattle.

This occurs after the Israelites had conquered much of the Promised Land under Joshua's leadership. The Levites were the priestly tribe who didn't receive a large territorial inheritance like the other tribes, but instead were to be given specific cities scattered throughout Israel where they could live and serve God. Shiloh had become a central worship location where the tabernacle was set up.
