In the book of Joshua, after the Israelites conquered the Promised Land, the land was divided among the twelve tribes as part of God's fulfillment of His covenant. The Levites, who were designated for priestly service and did not receive a tribal inheritance, were assigned specific cities and their surrounding pastures to live in and sustain themselves. Joshua 21:14 mentions Jattir and Eshtemoa as two such cities given to the Levites from the territory of the tribe of Judah.
