This verse concludes the story of the Gibeonites who deceived Joshua into making a peace treaty with them by pretending to be from a distant land. When their deception was discovered, Joshua couldn't break the oath but assigned them to be servants. This arrangement allowed them to live but in a subordinate role to the Israelites.
