This occurs after the Israelites had conquered the Promised Land west of the Jordan River. The tribes of Reuben, Gad, and half of Manasseh had originally requested to settle on the east side of the Jordan River because the land was good for their livestock, but they had promised to help their fellow Israelites conquer the western territories first. Now that the conquest was complete, Joshua was calling them together to address their future.
