Jeremiah was a prophet in ancient Judah during the Babylonian exile, a time when Babylon had conquered Jerusalem and taken many Jews captive as punishment for their unfaithfulness to God. In this verse, he uses poetic imagery of the sea overwhelming Babylon to symbolize the invading forces that God would send as judgment for Babylon's pride and oppression.
