And the LORD of hosts shall stir up a scourge for him according to the slaughter of Midian at the rock of Oreb: and as his rod was upon the sea, so shall he lift it up after the manner of Egypt.
In the historical context of Isaiah's prophecy, the Assyrian empire was a powerful threat to the kingdom of Judah, and the prophet was warning of God's judgment against Assyria for its arrogance and oppression. This verse draws on two past events: the slaughter of the Midianites at the rock of Oreb, as described in Judges 7, where God delivered Israel through Gideon's small army, and the parting of the Red Sea in Exodus, where Moses' rod symbolized God's mighty deliverance of the Israelites from Egypt. These references served to assure Judah that God would act similarly to protect and vindicate His people.
