Isaiah wrote this during Israel's exile in Babylon, when the people felt forgotten and wondered if God still cared about them. The Babylonians worshiped star gods and claimed their deities controlled the heavens, so Isaiah reminded Israel that their God actually created and commanded all the stars. This was meant to comfort them that the same God who controls the vast universe certainly hadn't forgotten about them.
