This verse comes from the Assyrian siege of Jerusalem around 701 BC during King Hezekiah's reign. The Assyrian field commander (the Rabshakeh) was using psychological warfare, trying to demoralize the people of Jerusalem by boasting that their God was powerless against Assyria's military might, just like all the other gods of nations they had conquered.
