This is part of Joseph's interpretation of Pharaoh's dream while Joseph was imprisoned in Egypt. Joseph had been sold into slavery by his brothers and was now explaining that God was revealing Egypt's future through Pharaoh's prophetic dream. This prophecy would soon lead to Joseph's dramatic rise from prisoner to second-in-command of all Egypt.
