This verse comes shortly after Cain murdered his brother Abel and was banished by God to wander the earth. Despite his punishment, Cain is shown building civilization - establishing the first city mentioned in Scripture. The building of cities represented the beginning of organized human society and culture separate from the simple agricultural life that had existed before.
