And thou, Ezra, after the wisdom of thy God, that is in thine hand, set magistrates and judges, which may judge all the people that are beyond the river, all such as know the laws of thy God; and teach ye them that know them not.

In the time of Ezra, the Jewish people had returned from exile in Babylon to rebuild Jerusalem and restore their religious practices under Persian rule. King Artaxerxes issued a decree granting Ezra, a skilled scribe and priest, the authority to appoint magistrates and judges who were knowledgeable in God's laws, so they could govern the returned exiles and educate those unfamiliar with these laws. This was part of a larger effort to reestablish the Mosaic Law in Judah and maintain order among the people.
