This occurs after Moses came down from Mount Sinai with the second set of stone tablets containing the Ten Commandments. His face was shining so brightly from being in God's presence that it frightened the Israelites. Moses would remove the veil when speaking with God, but cover his face when speaking with the people to make them more comfortable.
