This is Aaron's excuse to Moses after the Israelites convinced him to make an idol while Moses was on Mount Sinai receiving the Ten Commandments. The people had grown impatient waiting for Moses to return and demanded a visible god to worship. Aaron, as Moses' brother and appointed leader in his absence, gave in to their pressure but is now downplaying his active role in creating the idol.
