This verse appears in the inventory of items completed for the tabernacle, God's portable dwelling place among the Israelites during their wilderness journey. The ark of the testimony (also called the ark of the covenant) was the most sacred object in the tabernacle, containing the stone tablets of the Ten Commandments that God gave to Moses. The mercy seat was the golden lid where God promised to meet with Moses and speak to the people.
