Moses is giving detailed instructions to the Israelites for building the tabernacle (God's portable dwelling place) while they were in the wilderness. The ark of the covenant was a gold-covered wooden chest that contained the stone tablets of the Ten Commandments and represented God's presence among His people. The mercy seat was the golden lid on top of the ark where God would meet with the high priest once a year.
