In the book of Exodus, after God miraculously parted the Red Sea to allow the Israelites to escape from Egyptian slavery, the pursuing Egyptian army followed them into the dry path. When the Israelites had safely crossed, God commanded the waters to return, overwhelming and destroying the Egyptians, and this verse comes from the Song of Moses, a hymn of thanksgiving sung by the people to celebrate God's deliverance.
