This verse opens the book of Exodus by looking back to when Jacob (also called Israel) and his family moved to Egypt during a severe famine, as recorded at the end of Genesis. At that time, Joseph, one of Jacob's sons, had become a powerful leader in Egypt and invited his family to come live there where there was food. What began as a temporary refuge would eventually lead to 400 years of slavery before God delivered them through Moses.
