This verse comes after King Ahasuerus allowed the Jews to defend themselves against those who would attack them, reversing the earlier decree that would have led to their destruction. Mordecai had just been elevated to a high position in the Persian government, and new letters were sent throughout the empire giving Jews the right to protect themselves. The 'light' represents the end of the dark period of fear and despair that had gripped the Jewish community.
