This occurs after King Xerxes (Ahasuerus) of Persia had banished Queen Vashti for refusing to appear before his guests. In ancient Persian culture, it was common for kings to have harems and to select wives or concubines from among the most beautiful women in the kingdom. The servants were essentially proposing a kingdom-wide beauty contest to find a replacement queen.
