This verse is part of Moses' detailed list of curses that would come upon Israel if they disobeyed God's laws after entering the Promised Land. In ancient Near Eastern culture, having foreigners rule over you was considered one of the greatest shames and signs of divine displeasure. Moses was warning the Israelites about the consequences of abandoning their covenant with God before they settled in Canaan.
