Look down from thy holy habitation, from heaven, and bless thy people Israel, and the land which thou hast given us, as thou swarest unto our fathers, a land that floweth with milk and honey.
This verse is part of a prayer that Israelites were instructed to recite when bringing their firstfruits offering to the temple. It comes at the end of Moses' instructions about tithing and offerings, just before the Israelites would enter the Promised Land after 40 years in the wilderness. The phrase 'land flowing with milk and honey' was God's original description of Canaan when He first promised it to Abraham.
