This refers to Israel's failed attempt to enter the Promised Land from the south after they had refused to trust God and enter when He first commanded them to do so (Numbers 13-14). As punishment for their disobedience and lack of faith, God allowed their enemies to defeat them when they tried to take the land on their own terms. This defeat happened at places called Seir and Hormah in the wilderness area south of Canaan.
