This is part of Moses' final blessing over the twelve tribes of Israel before his death. The tribe of Gad had requested land east of the Jordan River, which was excellent for livestock, but they also promised to help the other tribes conquer the Promised Land. Moses is acknowledging that Gad chose well and fulfilled their leadership responsibilities faithfully.
