This is part of Moses' final blessing to the twelve tribes of Israel before his death. Joseph's descendants had been divided into two tribes (Ephraim and Manasseh) and would receive some of the most fertile land in the Promised Land. Moses is prophetically speaking about the agricultural abundance they would experience in their territory.
