Moses spoke these words to the Israelites while they were still wandering in the wilderness, before entering the Promised Land. They had been nomadic for 40 years after leaving Egypt, moving from place to place without a permanent home. The 'rest' and 'inheritance' referred to the land of Canaan that God had promised to give them as their permanent dwelling place.
