This verse is part of a longer warning about the dangers of excessive drinking in Proverbs 23:29-35. In ancient times, sailors knew how terrifying and impossible it would be to try to rest in the churning sea or while clinging to the top of a ship's mast during a storm. The imagery would have been immediately understood as describing complete helplessness and danger.
