This occurs as the Israelites are preparing to enter the Promised Land after 40 years in the wilderness. The tribes of Gad and Reuben had requested to settle on the east side of the Jordan River because the land was good for their livestock, but Moses was concerned they wouldn't help the other tribes conquer the land west of the Jordan. Here they are responding to Moses' conditions for allowing them to settle where they wanted.
