This verse is part of God's instructions to Moses about the sacrifices required during the seven-day Festival of Booths (also called Tabernacles), one of Israel's major religious celebrations. The festival commemorated God's provision during their 40 years in the wilderness and celebrated the harvest. Each day of the festival required different numbers of animals to be sacrificed, with the number of bulls decreasing each day from thirteen on the first day.
