This verse is part of the second census taken by Moses in the wilderness, about 40 years after the Israelites left Egypt. Naphtali was one of the twelve tribes of Israel, descended from Jacob's son Naphtali, whose mother was Bilhah (Rachel's servant). This census was conducted to count the fighting men and organize the tribes before entering the Promised Land.
