This command was given as the Israelites were settling in the Promised Land after their wilderness wandering. God had previously instructed Moses about these cities of refuge in Numbers 35 and Deuteronomy 19. These cities would provide sanctuary for people who accidentally killed someone, protecting them from revenge until they could receive a fair trial.
