This is part of the Assyrian siege of Jerusalem around 701 BC, when the powerful Assyrian empire had conquered most of the known world. The Assyrian commander (called the Rabshakeh) was using psychological warfare, trying to demoralize the people of Jerusalem by claiming their God was powerless like all the other gods of nations Assyria had defeated.
